About Axe Construction: A Los Angeles General Contractor Run by an Attorney Who Builds

Axe Construction is a licensed Class B general building contractor based in Beverly Hills that builds custom homes, accessory dwelling units and full fire rebuilds across Los Angeles County and Orange County, with design, permits and construction under one contract. The company was founded by Tomer Fedida, a licensed California attorney who is also the qualifying general contractor on the license.

Who is Tomer Fedida?

Tomer Fedida is the founder of Axe Construction and the qualifying individual on CSLB License #1069232. He earned his law degree at Loyola Law School in Los Angeles and a BBA in international finance and marketing at the University of Miami, and he has been president of Fedida Properties, a Los Angeles real estate development company, since 2012. He is a licensed California attorney and a licensed general building contractor, and he has run Axe Construction since 2020.

That combination is unusual in construction, and it shapes how the company works. Tomer reads the ordinances a lot depends on before design starts, writes the construction contract so scope, allowances, change orders and the schedule are in plain terms, and on insurance-funded rebuilds reads the scope of loss the way he was trained to read a contract. Axe Construction does not provide legal services; it builds with the fine print already read.

Most construction disputes start in the contract, not on the job site. I went to law school before I became a contractor, so every agreement we write spells out scope, allowances, change orders and the schedule in plain terms. When nothing is left vague, there is nothing to argue about later.

What does Axe Construction build?

  • Custom homes: ground-up new construction on vacant lots and tear-down-and-rebuild projects on the Westside, in the hills and in the Valley. See custom home builders in Los Angeles.
  • Accessory dwelling units: detached, two-story, attached and garage-conversion ADUs, starting with a complimentary site visit. See ADU builders in Los Angeles.
  • Fire rebuilds: full rebuilds of homes and commercial buildings destroyed in the Palisades, Eaton and other Los Angeles fires, with the insurance scope read against the lot and the wildfire code before design. See fire rebuild contractor in Los Angeles.
  • Design-build delivery for all of the above: one contract, one project manager, pricing during design. See design-build in Los Angeles.

What we do not do: remodels, renovations, room additions, repairs, handyman work, smoke or water restoration, prefab installation, or interior design without construction. Saying no to small jobs is how we keep one project manager on every large one.

Who is on the team?

  • Tomer Fedida, founder, licensed California attorney and qualifying general contractor.
  • Project managers Sergio and Max, who each serve as the single point of contact on their projects from permit to keys.
  • An in-house design team that develops floor plans and elevations with clients and prices the design as it develops.
  • Licensed architect and engineering partners who prepare the stamped drawings, structural calculations and Title 24 energy documents under our contract.
  • Our own construction crew for framing through finishes, with specialty trades we have worked with for years.
  • Construction lending partners who offer financing options when a project needs them.

How do we work?

  1. Consultation. Bring a lot, a scope of loss, a sketch or an idea. We tell you what the lot allows and what the project will take before anyone draws.
  2. Feasibility. Zoning, setbacks, overlays, soils where needed, and utility capacity, in writing.
  3. Design. Unlimited floor plan revisions, with a running budget attached so cost and drawings move together.
  4. Engineering and permits. Stamped drawings, Title 24, and the complete submittal to the City of Los Angeles, LA County or your city, with every correction handled.
  5. Contract. A written line-item estimate with allowances spelled out, then a fixed-price contract with a schedule, change orders in writing, and progress payments that match work completed.
  6. Construction. One project manager, our own crew, inspections at each milestone and a report against the schedule every week.
  7. Close-out. Final inspection, certificate of occupancy, lien releases and warranties handed over in one package.

A home is the longest contract most families ever sign. Our job is to make sure the paperwork protects them as well as the framing does: lien releases, warranties, permits closed out, everything documented so it still holds up ten years from now.

What have we built?

  • Nichols Canyon, Los Angeles: new construction on a hillside lot with a pool terrace and open living level.
  • Hollywood Hills, Los Angeles: new construction with covered outdoor living and canyon views.
  • Lowell Avenue, Los Angeles: a two-story new construction family home.
  • Roxton Avenue, Los Angeles: a detached ADU and a garage-conversion ADU on the same street, plus dozens of garage ADUs across the county.
  • Pasadena and Orange County: completed new construction projects taken through the Pasadena Permit Center and Orange County building departments first-hand.

I recently purchased a new construction home built by Axe Construction. The quality of the construction is excellent — thoughtful layout, great finishes, and solid craftsmanship throughout.

From their initial bid and our first meeting we felt Tomer was honest and transparent and he continued to prove us right throughout the entire build of our ADU.
